1. What does ENRD stand for?

ENRD stands for E-Network Research And Development.

2. What type of organization is ENRD?

ENRD is a rural ICT based Non Profit, Non Governmental Development Organization founded by Himanchal Higher Secondary School, Nangi, Maygdi. ENRD programs are supported by many different INGOs and NGOs, including students and academia from different Universities from Nepal and abroad. They provide support to community schools and health post for setting up the Wireless network and Access Point.

3. What are the programs running under ENRD?

There are four programs are running under ENRD A) E-governance program B) PAN Localization Project C) E-village program D) Open Knowledge Network (OKN) program E) Research and Development

4. What does ENRD do?

The primary focus of ENRD is to help establish, develop and strengthen Rural Information Technology Center in community school and community health post in rural part of Nepal for the purpose of public service delivery. It uses Wi-fi technology for programs such as communication, tele-teaching program, telemedicine program, and local e-commerce program. In this way it establish a model Rural Information Technology Center that will be taking full benefit from the broadband technologies.

To establish such Centers ENRD provides support to the community schools and community health post in three different ways.

- Development of Physical Infrastructure (computer, photocopy, printer, connectivity) - Computer and other ICT based program Training - Support for a ICT based income generation Project

5. Who are ENRD's partners?

ENRD's local partners are as follows: - VDCs, DDCs and other Governmental Organizations - Local Community Peoples - Local Clubs, NGOs, CBOs and other social organizations - Women Groups, Mother Groups, Women Cooperatives - Private Companies and businessmen - Rural Education And Development (READ) - Madan Puraskar Pustakalaya-Nepal - Ministry of Environment, Science and Technology (MOEST) - High Level Commission for Information for Technology (HLCIT) - Ministry of Information and Communication (MOIC)

ENRD implement the ICT based project . It provides technical support to the community or community based organization desiring to set up Rural Information Technology Center in the village. Before starting project ENRD does study on applicable sustainability project to run Rural Technology Information Center.

6. Who can approach ENRD ?

People from interested Community based School, and health post can approach to ENRD for setting up rural information technology center. But the initiatives can be taken either by local government VDCs, DDCs or local NGOs.

7. Why local communities, CBOs and NGOs only?

Parallel development in every sector of community requires a strong base of civil society at all levels. Equal distribution of the resources and the benefits increase efficiency of community people. This distribution process should reach to targeted group of people in targeted place reach them in the appropriate time frame, while enabling them to build their capacity for sustainable and viable development economically and socially. At the same time it is important that the local resources should be mobilized and utilized properly. Therefore the aim of the project is to deliver public service to the villagers to improving their livelihood

8. How can we approach ENRD?

Organization which wants to establish RITC they should submit proposal with the following information: - Introduction about the place and population density - Nearest distance from the city/ market place and patched highway/street. - Available infrastructure (electricity, computer, telephone, other connectivity media) - List of CBOs/ NGOs around the proposed place. - Target group and there approx. number.10. Does the Community also need to contribute for establishment of proposed RITC? To establish RITC the community must contribute at least 15% of total cost. VDC or municipality must assist at least 25% of the cost. Land and building will not be considered in this contribution from community or assist from VDC/ Municipality. We believe that community contributions generate the sense of ownership towards the RITC.

9. What are ENRD's proposal selection criteria?

Some of the basic selection criteria are: -Interest of the Community A written commitment of support from individual house holds, NGOs, Schools, hospitals etc. - Community and VDC/Municipality Contribution Higher the contribution from community and VDC, higher the chance to be selected -Involvement of other CBOs/NGOs Involvement of other local CBOs/NGOs will preferable- It is not necessary. - Sustainability Project Community must submit a planed sustainability program of day to day program operation, salary of the RITC staff, electricity and telephone or connectivity cost and development initiatives. Sustainability project based on ICT will be taken more priority. The planned must be viable to secure ENRD support.
- Other requirements It is mandatory that the proposing organization must be registered in VDC or CDO office in District head quarter.

10. Can Community propose to its own income generation activities to sustain the RITC?

Yes, the communities have liberty to propose a sustainability project of its own choice. They may vary from village to village depending upon the geographical condition and characteristics of the village.

11.How much time will it take to be selected?

The study process of proposal may require at least a four months. That proposal will be proposed to donor agencies. Then program will be implemented in next year. If the proposal is selected then ENRD will forward the formal letter your organization.

12.What does ENRD expect from our RITC? What extra activities are our Rural Information Technology Centers can do?

The responsibility of project implementation and its smooth operation exclusively depend on the community. ENRD expects the RITC should be center for public service delivery. So it can run following activities.

- Tele-center. - Computer training center - Local e-business center - Information Resources Center.


13.How many times will ENRD contribute financially to the support of RITC?

ENRD provides one-time support to set up the RITC. But technical support can be continue according to the decision on the ENRD board. Thereafter, it must self-sustaining. The sustainability project must meet the expenditure of the RITC staff salary, stationery, repair and maintenance costs, and the replacement fund for the scheme itself.

14. Will ENRD do monitoring and evaluation from time to time?

Yes, ENRD will undertake monitoring, supervision and evaluation of the project whenever required and provide necessary feedback.

15.If we want to donate for the RITC project or support ENRD's program, will you accept?

That would be great. We believe that coordination and collaboration are the catalyst to make difference in any community development works. We accept donation and also invite to work in collaboration from individual, organizations, private companies and so on.
